Chief Executive Officer 

MBA

Bindi is a visionary leader with more than 25 years’ experience working across a range of sectors including property, professional services, telecommunications and aviation. 

Most recently CEO of the Real Estate Institute of New Zealand (REINZ), Bindi has extensive commercial and leadership experience, is highly strategic and has a natural aptitude toward effective collaboration and stakeholder engagement.   

Bindi brings to ProCare a passion for health, and relishes the opportunity to utilise her strategic and leadership strengths to improving the health outcomes for all New Zealanders, with a key focus on Equity, digital transformation and putting people at the centre of the health experience.  Bindi holds an MBA with Monash University.  

Clinical Director

BHB, MB ChB, Dip. Obs., AFACHSM  

With a long‑standing career spanning frontline practice and system leadership, Allan brings four decades of experience as a GP and senior clinical leader. He joined ProCare as Clinical Director in 2014 and continues to practise as a specialist GP at The Fono Manurewa. 

Allan has held senior leadership and advisory roles across the health sector, including Director of Primary Care at Counties Manukau DHB, Clinical Director across multiple PHOs, and national roles with the Ministry of Health and Health NZ. He brings deep governance expertise and a strong commitment to equitable, high-quality primary care. 

General Manager – Brand and Communications

Dee is an award-winning marketing and communications leader with more than 20 years’ experience across health, property, finance, insurance, professional services, and retail.

She brings deep expertise across brand, advocacy, sustainability and marketing, with a particular passion for media relations, reputation management, and navigating complex issues and crises with strategic precision.

Prior to joining ProCare, Dee held senior communications roles at the Real Estate Institute of New Zealand (REINZ) and AMP New Zealand.

General Manager – Practice and Clinical Services, and Nursing Director

RN, MBA

A New Zealand Registered Nurse by background, Gabrielle brings more than 20 years’ clinical and operational experience to her role. Since joining ProCare in 2011, Gabrielle has held several senior roles across clinical and service leadership.

Her background includes a decade in cardiothoracic specialties across New Zealand, Australia and the UK, followed by extensive experience in general practice in New Zealand and Singapore. She is committed to strengthening general practice and supporting teams to deliver high-quality, comprehensive care for their communities.

General Manager – Digital, Data and Technology

BSc

Helen is an experienced digital and technology leader, bringing more than 20 years’ experience across IT, data, and business strategy. She brings a strong understanding of general practice and the role technology plays in supporting clinicians, patients, and operational efficiency.

At ProCare, Helen leads digital transformation initiatives that embed digital and data solutions into everyday clinical and operational practice, focusing on data-driven decision-making, collaboration, and innovation.

She is passionate about improving patient outcomes and enabling more connected, efficient, and people-centred healthcare through practical, well-designed solutions.

Chief Commercial Officer

CA

With a background spanning London, Melbourne, and New Zealand, Jonathan is a senior finance and commercial leader with more than 20 years’ experience.

His experience includes senior finance roles across investment banking, wealth management and retail, followed by executive leadership positions at JUCY Group and Les Mills International.

Since joining ProCare in 2024, Jonathan brings strong expertise in business growth, strategy development and execution, and in building and empowering high-performing teams to support sustainable organisational performance.

General Manager – People and Culture 

Matt has worked in HR and people-based roles, both internationally and in NZ, for more than 18 years, with executive level HR Management positions spanning diverse industries such as Electricity, Engineering, Retail, Corporate and Healthcare. Joining ProCare in 2017, Matt specialises in talent attraction, engagement and retention, and is passionate about leading some of our exciting and innovative new healthcare workforce development initiatives. His team also offer a range of HR and recruitment support services directly to our healthcare network. 

Matt’s role also oversees all facets of health, safety and wellness as well as managing our various sites and facilities, making sure our people have everything they need to remain healthy, happy and engaged in the critical mahi that we do. 

General Manager – Strategic Development

BPharm (Hons), PGDipClinPharm

Paul brings more than 35 years' experience in the health sector, with more than three decades working across Independent Practitioner Associations (IPAs) and Primary Health Organisations (PHOs).

At ProCare, he has played a key role in designing and delivering practical primary care initiatives, including digital assistants, chronic disease management programmes, high-tech imaging pathways and hospital avoidance/planned care models.

Paul is also Chief Executive of Health Accelerator, a joint venture of four PHOs focused on innovative technologies for general practice, and Chair of Clinical Assessments Limited (CAL), a long-standing partnership between ProCare and East Health. He trained as a clinical pharmacist and holds a Bachelor of Pharmacy from the University of Otago.

Chief Financial Officer

As a Chartered Accountant and executive in New Zealand and overseas, across chartered accountancy and media sectors, Rachel brings strong financial and commercial experience to ProCare. 

She has been part of ProCare for several years and is motivated by the organisation’s commitment to growth, innovation and improving health outcomes for New Zealanders. 

As Chief Financial Officer, she provides commercial insight and financial leadership, supporting continuous improvement across ProCare, its practices and the patients and communities they serve. 

General Manager – Fresh Minds, and Director of Psychological & Behavioural Health

BA, MA(Hons), DipClinPsych, Regd. Psych (Clinical), MNZPSs

A Clinical Psychologist by discipline, Tania has both operational and clinical oversight of all Fresh Minds services. Of Te Arawa, Ngāpuhi and Cornish descent, Tania has spent the last 35 years working in various healthcare settings, including for DHBs, NGOs and in primary care, as well as time in an advisory role for Auckland University services.

She has held several senior leadership, management and consulting roles, leading teams and national projects, as well as providing advice to Government agencies. Having worked in a number of specialty areas, including forensics, maternal, child and adolescent mental health, and organisational psychology, Tania’s focus for the last seven years has been on primary care.

Tania is passionate about early intervention and strongly believes that all New Zealanders must be provided with choices that enable them toward a healthy future. Tania is a strong advocate that recipients of services must be given an opportunity to guide the shape of how organisations and clinicians deliver healthcare.

As a primary care organisation with strong capability across all aspects of health and wellbeing, she is excited about the opportunity Fresh Minds has to be an enabler of better ways of working to address the whole-of-health needs of our community.
